Краткое описание
Анализ преимуществ и недостатков вышеперечисленных мер показывает, что следующие инструменты фискальной политики не следует использовать:
Использование широкомасштабных программ по увеличению трансфертов, так как в дальнейшем их снижение может вызвать социальные волнения.
Повышение зарплат государственных служащих: это политически непопулярная мера, к тому же не слишком целенаправленная. В дальнейшем зарплаты будет невозможно снизить.
