To begin with, the author analyzes the need for a new diplomacy. It is shown, that traditional diplomacy failure to prevent the First World War and was one of the reasons of this war. That’s why a need for a new diplomacy.

                                                                            SUMMARY

The text is entitled “New diplomacy”. It focuses on such problems, as

  • The need for a New Diplomacy;
  • The structure of a New Diplomacy;
  • Processes of a New Diplomacy;
  • Agenda of a New Diplomacy.

To begin with, the author analyzes the need for a new diplomacy. It is shown, that traditional diplomacy failure to prevent the First World War and was one of the reasons of this war. That’s why a need for a new diplomacy.

Another reason was the demand for a more public scrutiny and control. The need for international organization, that would act both as an international forum for the peaceful settlement of disputes and as a deterrent against another world war.

In the second place, the author gives a detailed account of new diplomacy structure. It is stressed, that in new diplomacy were involved not only states, but also international organizations. These organizations were of two types, intergovernmental and non-governmental. Governments themselves were beginning to change the scope of their activities and provided not only for the physical security of their citizens, but also their social and economic well-being.

Thirdly, the author describes processes of a new diplomacy.  It is stressed, that processes were based on both bilateral and multilateral basis through intergovernmental organizations, such as the League of Nations and the United Nations. These processes became more opened to public scrutiny.

Finally, the author describes agenda of a new diplomacy. It is said, that agenda of a new diplomacy was much wider and contained a number of new issues as well as a reinforced emphasis on military security. The avoidance of war, economic, social, and welfare issues relating to material well-being, became known, as “low politics” issues in contrast to the “high politics” issues, associated with the traditional diplomatic agenda.

To sum up we can say, that initiation of new diplomacy was necessary. New diplomacy involved too much actors, became more opened and characterized by own structure, processes and agenda.
